Domestic violence (DV) against adult women remains a pressing issue in Sukabumi City, with cases rising despite the existence of Law No. 23/2004 on Domestic Violence Elimination. This study explores the preventive strategies of PUSPAGA Samarada using Henry Mintzberg’s 5P framework (Plan, Ploy, Pattern, Position, Perspective). Employing a qualitative descriptive method, the research analyzes PUSPAGA’s programs and stakeholder collaborations. Results show that PUSPAGA’s Plan includes parenting education and outreach, its Ploy involves engaging media and community figures, and consistent Patterns are seen in building support networks and safe spaces. As a public service unit (Position), PUSPAGA fosters awareness through a Perspective rooted in gender equality and empowerment. Challenges include limited resources and low community participation. The study offers practical insights for local policy development and suggests PUSPAGA’s model can be replicated in similar contexts to enhance DV prevention efforts. These findings offer actionable insights for local governments and NGOs to design inclusive, sustainable DV prevention policies in Sukabumi.
