Abstract

This research aims to analyze the implementation of disaster mitigation programs by the Regional Disaster Management Agency (BPBD) of Sukabumi Regency, which is an area with high risk of hydrometeorological disasters. This study uses the Van Meter and Van Horn policy implementation model by examining six main variables: policy standards and objectives, resources, characteristics of implementing organizations, inter-organizational communication, implementer disposition, and social, economic, and political environment. The research method used is descriptive qualitative with data collection techniques through in-depth interviews with 15 key informants, participatory observation, and documentation studies. The results show that although the policy framework is available normatively in the 2020-2024 RPBD and regional regulations, field implementation still faces significant obstacles. Only 19% of Disaster Resilient Village (Destana) targets have been achieved, early warning systems cover only 24% of vulnerable points, and education programs reach only 32.5% of annual targets. This study recommends strengthening institutional capacity, optimizing cross-actor communication, and increasing community participation as prerequisites for successful disaster mitigation at the regional level.
