Screening for Plagiarisme
Records Management System Journal (RMSJ) upholds the highest standards of academic integrity and strictly prohibits all forms of plagiarism. This policy is fully aligned with the Regulation of the Minister of Education, Culture, Research, and Technology of the Republic of Indonesia Number 39 of 2021 concerning Academic Integrity in Scientific Publications, as well as the international ethical guidelines established by the Committee on Publication Ethics (COPE).
Originality and Author Responsibility
All manuscripts submitted to ABAJ must be the original work of the author(s) and must not have been previously published or under consideration elsewhere. Authors are fully responsible for ensuring that all quotations, citations, data, and ideas sourced from other works are clearly and properly acknowledged. This includes proper referencing for both direct quotations and paraphrased content, regardless of the source’s publication status or format.
The journal does not tolerate:

Plagiarism (copying the work of others without attribution)

Self-plagiarism (republishing substantial parts of one’s own previously published work without citation)

Data fabrication or falsification

Duplicate or redundant publication
Plagiarism Detection
To enforce this policy, all submitted manuscripts are screened using Turnitin or similar plagiarism detection tools. The acceptable similarity index is no more than 20%, excluding references and commonly used phrases. If a manuscript exceeds this threshold:

It may be returned to the author(s) for revision,

Or it may be rejected outright depending on the extent and nature of the overlap.
The editorial board reviews each case individually and reserves the right to make the final decision.
Classification and Editorial Response
ABAJ classifies plagiarism into three levels:

Minor Plagiarism
Involves short, unreferenced excerpts (e.g., a few sentences) without affecting key arguments or data.
➤ Action: Manuscript returned with a warning and request for correction. -
Moderate Plagiarism
Involves unreferenced segments of analytical content, argumentation, or conceptual framework.
➤ Action: Immediate rejection of the manuscript. -
Severe Plagiarism
Involves extensive duplication of data, findings, methodology, or structure from other works without citation.
➤ Action: Rejection and possible blacklisting of the author(s) from future submissions. The case may be reported to the affiliated institution.
Ethical Enforcement and Sanctions
In accordance with Ministerial Regulation No. 39 of 2021, the journal recognizes and acts upon violations including plagiarism, data manipulation, authorship misrepresentation, and citation manipulation. When such violations are confirmed, the editorial board may impose the following sanctions:

Rejection or withdrawal of the manuscript.

Blacklisting of the author(s) from future submission.

Formal reporting to the author’s affiliated institution or ethical oversight body.

In severe or repeated cases, a recommendation for institutional disciplinary action.
By enforcing this comprehensive policy, ABAJ ensures that every published work upholds the values of honesty, transparency, accountability, and fairness, in line with national and international standards. The journal remains committed to safeguarding the integrity of academic publishing and fostering a trustworthy scholarly environment.
